ইউরোপের সবচেয়ে বড় অর্থনীতির দেশ জার্মানি বরাবরই উচ্চ শিক্ষার জন্য বাংলাদেশি শিক্ষার্থীদের অন্যতম পছন্দের গন্তব্য। Erudera.com এর তথ্য অনুসারে প্রতি বছর গড়ে প্রায় ১০০০ শিক্ষার্থী বাংলাদেশ থেকে জার্মানিতে উচ্চ শিক্ষার জন্য যায়। কিন্তু করোনা মহামারী এবং দূতাবাসের কার্যক্রমে স্থবিরতার কারনে এইসব শিক্ষার্থীদের উচ্চ শিক্ষা হুমকির মুখে পড়েছে।
মহামারীর শুরু থেকে দীর্ঘ সময় বন্ধ থাকার পর, গত বছরের জুলাই মাসে দূতাবাস তাদের ভিসা এপোয়েন্টমেন্ট খুলে দেয়। টেকনিক্যাল ইউনিভার্সিটির ছাত্র রায়হান বলেন, “গত বছর জুলাই এর পর থেকে এখন পর্যন্ত প্রায় দুই হাজার শিক্ষার্থী এম্ব্যাসিতে ভিসা এপোয়েন্টমেন্ট এর জন্য রেজিস্ট্রেশন করেছে।“ এপোয়েন্টমেন্ট রেজিস্ট্রেশন করলেও দূতাবাস ভিসা সাক্ষাৎকার নিতে পারেনি। এজন্য তাঁরা বারবার তাঁরা লকডাউন এবং এম্ব্যাসির কর্মী সংকট কে দায়ী করে।
এইদিকে উদ্বিগ্ন শিক্ষার্থীদের সামাজিক যোগাযোগ মাধ্যমে ক্যাম্পেনিং এর কারনে দূতাবাস কয়েক দফায় কাজ শুরু করলেও, সেটা খুব সীমিত এবং অল্প সময়ের জন্য হওয়ায় এই সমস্যার সমাধান হয়নি। এখন পর্যন্ত গতবছরের জুলাই মাসের আবেদনকারীদের ভিসা প্রসেস সম্পূর্ণ শেষ হয়নি।
এরমধ্যে বাংলাদেশ সরকার বিদেশগামী শিক্ষার্থীদের কথা চিন্তা করে গতমাসে স্টুডেন্ট ভিসা কে জরুরী সেবার আওতায় এনে লকডাউনের বিধি-নিষেধের বাইরে রেখে প্রজ্ঞাপন জারি করে। এই নিয়ম মেনে ঢাকাস্থ অন্যান্য দূতাবাস ও মিশনগুলো স্টুডেন্ট ভিসা নিয়ে নিয়মিত কাজ শুরু করে। এবং এখন পর্যন্ত নিরিবিচ্ছিন্ন ভাবে কাজ করে যাচ্ছে। বেশিরভাগ দূতাবাসগুলোর প্রায় তাদের সব শিক্ষার্থীদের ভিসা ইন্টার্ভিউ শেষ করে ফেলেছে।
কিন্তু জার্মান দূতাবাস সরকারী প্রজ্ঞাপন ও পররাষ্ট্র মন্ত্রালয়ের চিঠি পাওয়ার পরও কাজ শুরু করেনি। শিক্ষার্থীদের টুইটারে একেরপর এক চাপের পর সদ্য বিদায়ী এম্ব্যাসেডর তার টুইট বার্তায় ভিসার কাজ শুরু করতে না পারার জন্য দুঃখপ্রকাশ করেন, দূতাবাসের কর্মী সংকট এর কথা বলেন। তিনি এইটাও বলেন যে, খুব দ্রুতই নতুন টিম আনা হচ্ছে এবং তাঁরা আসার পর শিক্ষার্থী ভিসা কে গুরুত্ব দিয়ে এই সমস্যার দ্রুত সমাধান করবেন।
সম্প্রতি নতুন ভিসা কান্স্যুলেট এবং নতুন টিম বাংলাদেশে এসেছেন। কিন্তু তারপরও প্রতিশ্রুতি অনুযায়ী শিক্ষার্থীদের ভিসা নিয়ে কাজ শুরু করেনি দূতাবাস। শিক্ষার্থীদের একজন বুলবুল খান জানান, আমি ইতিমধ্যে দেশে বসে দুই সেমিস্টার শেষ করেছি অনলাইনে। ব্লক এবং টিউশন ফি মিলিয়ে প্রায় সাড়ে ১১ লাখ টাকা পাঠিয়েও দিয়েছে। এখন বিশ্ববিদ্যালয় বলেছে যেহেতু পরের সেমিস্টার আর অনলাইনে হবে না তাই আমাকে অক্টোবরের মধ্যে ক্যাম্পাসে উপস্থিত হতে হবে। তা না হলে আমার ছাত্রত্ব বাতিল হয়ে যাবে।“ এমন পরিস্থিতে দ্রুত কাজ শুরু করার অনুরোধ নিয়ে এম্ব্যাসির সাথে শিক্ষার্থীরা যোগাযোগ করলে এম্ব্যাসি তাদের জানায়, তাদের কর্মী সংকট দূর হয়েছে এবং তাঁরা পুরোদমে কাজ শুরু করার জন্য প্রস্তুত আছে। কিন্তু বিদেশী কর্মীরা নিয়মিত অফিস করলেও, দেশি ভিসা অফিসাররা লকডাউনের কারনে অফিস করতে পারছেন না। তাঁরা ঢাকার বিভিন্ন প্রান্তে থাকেন এবং লকডাউনের মধ্যে বাসা থেকে দূতাবাসে যাতাযাত করছে পারছেন না।
কিন্তু লকডাউনের প্রজ্ঞাপন জারীর পর মাননীয় পররাষ্ট্র প্রতিমন্ত্রী জনাব শাহরিয়ার আলম টুইট বার্তায় জার্মান গামী শিক্ষার্থীদের জানায় “আমরা সকল দূতাবাসগুলোকে জানিয়ে দিয়েছি যেন তাঁরা স্টুডেন্ট ভিসা কার্যক্রম চালু রাখে এবং সেই সাথে ডিএমপি কেও ভিসা প্রত্যাশী শিক্ষার্থীদের চলাচলে সহায়তার করার জন্য নির্দেশনা দেয়া হয়েছে।“ এমনকি চলমান কঠোরতম লকডাউন প্রজ্ঞাপনেও ভিসা কার্যক্রমকে লকডাউন আওতাঁর বাইরে রাখা হয়েছে।
এমতাবস্থায়, দেশে আটকা পড়া হাজার হাজার জার্মান বিশ্ববিদ্যালয়ের শিক্ষার্থীরা দূতাবাসের দেশি ভিসা অফিসারদের লকডাউনের মধ্যে নিরবিঘ্নে অফিসে যাতাযাত নিশ্চিত করার জন্য পররাষ্ট্র মন্ত্রণালয়ের সাহায্য কামনা করছেন।

Germany, the largest economy in Europe, has always been one of the preferred destinations for Bangladeshi students for higher education. According to Erudera.com, an average of about 1000 students from Bangladesh go to Germany for higher education every year. But due to the Corona epidemic and the stagnation of embassy activities, the higher education of these students is under threat.
After a long hiatus from the onset of the epidemic, the embassy reopened their visa appointments in July last year. “About 2,000 students have registered for visa appointments at the embassy since July last year,” said Raihan, a student at the technical university. This is why they repeatedly blame the lockdown and the staff crisis of the embassy. Although the embassy started working on several occasions due to the social media and media campaign of the students concerned about Eid, the problem was not solved as it was very limited and short-lived. So far, the visa process for applicants in July last year has not been completed.
In the meantime, the Bangladesh government, thinking of the students going abroad, last month issued a notification to bring the student visa under the emergency service and keep it out of the prohibition of lockdown. Following these rules, other embassies and missions in Dhaka started regular work on student visas. And so far it has been working seamlessly and most embassies have completed visa interviews for almost all of their students.
But the German embassy did not start work even after receiving an official notification and a letter from the Foreign Ministry. The recently departed ambassador regretted not being able to start work on the visa in his tweet message after the students pressured him on Twitter, citing the embassy staff crisis. He also said that new teams are being brought in very soon and they will solve this problem quickly after giving importance to the student visa.
Recently a new visa consulate and a new team came to Bangladesh. But even then, the embassy did not start working on student visas as promised. Bulbul Khan, one of the students, said, “I have already finished two semesters online in from Bangladesh.” Block and tuition fees together sent about 11.5 lakh Taka. Now the university says since next semester will no longer be online, I have to be on campus by October. Otherwise, my studentship will be canceled. ”When the students contacted the embassy with a request to start work in such a situation, the embassy informed them that their staffing crisis was over and they were ready to start work in full force. But even though foreign workers work regularly, local visa officers are unable to do so due to the lockdown. They live in different parts of Dhaka and are unable to travel from home to the embassy in the lockdown.
But after the lockdown notification, Hon’ble Minister of State for Foreign Affairs Shahriar Alam tweeted to German-bound students: “We have informed all embassies to continue the student visa program and DMP has been instructed to assist in the movement of visa-seeking students. The lockdown notification also excludes visa activities from the lockdown.
Meanwhile, thousands of German university students stranded in the country are seeking the help of the Foreign Ministry to ensure smooth travel to the office amid the lockdown of the embassy’s domestic visa officers.
